 总则

  编制目的

 建立健全森林火灾应对工作机制,充分调动和协调各级、各方力量,及时有力有序有效地处置森林火灾,最大程度减少森林火灾造成的损失。

  编制依 据

 《中华人民共和国森林法》、《森林防火条例》、《××省实施〈中华人民共和国突发事件应对法〉办法》、《国家森林火灾应急预案》和《××省森林火灾应急预案》、《××市森林火灾应急预案》。

  适用范围

 本预案适用于××县行政区域内发生的森林火灾应急处置工作。

  工作原则

 1.4.1

 以人为本,安全第一

 把保障人民群众生命安全作为应急处置工作的出发点和落脚点,努力保护人民群众财产和公共设施的安全。

 1.4.2

 统一领导,分级负责

 森林防火实行地方各级 ZF 行政首长负责制。落实 ZF 对本辖区森林防火工作全面负责,ZF 主要负责人为第一责任人,分管负责人为主要责任人制度。在县 ZF 的统一领导下,各乡镇 ZF 按照分级管理、分级响应的要求,落实应急处置责任制。

 建立和完善森林火灾监测预警工作机制,完善火情报告制度,各相关部门密切协作、形成合力,确保应急处置工作快速有效。

 在全面落实各项森林火灾防范措施基础上,依法动员和组织社会力量积极参与森林防火工作,建立健全应对森林火灾的有效机制,做到常备不懈 1 1. . 5

  森林火灾等级和划分标准

 按照受害森林面积和伤亡人数,森林火灾分为一般森林火灾、较大森林火灾、重大森林火灾和特别重大森林火灾四个等级。具体为:

 一般森林火灾

 受害森林面积在 1 公顷以下或者其他林地起火的,或者死亡 1 人以上 3 人以下的,或者重伤 1 人以上 10 人以下的; 1 1. .5 5 .2

 较大森林火灾

 受害森林面积在 1 公顷以上 100 公顷以下的,或者死亡 3 人以上10 人以下的,或者重伤 10 人以上 50 人以下的; 1 1. .5 5 .3

 重大森林火灾

 受害森林面积在 100 公顷以上 1000 公顷以下的,或者死亡 10 人以上 30 人以下的,或者重伤 50 人以上 100 人以 下的; 1 1. .5 5 .4

 特别重大森林火灾

 受害森林面积在 1000 公顷以上的,或者死亡 30 人以上的,或者重伤 100 人以上的。

  组织指挥体系

  县森林防火指挥部应急指挥机构

 县森林防火指挥部是县森林火灾应急指挥机构,统一组织和指挥全县行政区域内发生的重大和特别重大森林火灾。由县 ZF 分管副县长任总指挥,县 ZF 办公室、县公安局、县林业和草原局、县武装部、县消防救援大队负责人任副总指挥,县公安局、县林业和草原局、县武装部、县发展和改革局、县民政局、县财政局、县交通运输局、县农业农村局、县卫生健康局、县教育体育局、县气象局、县文化和旅游局、县电信局、县工业和信息化局、县粮食和物资储备局、县消防救援大队、县水务局、县电力局为成员单位。指挥部办公室设在县林业和草原局,县林业和草原局局长兼办公室主任,负责日常工作。

 各乡镇人民 ZF 根据需要比照县森林防火应急指挥部设立森林防火应急指挥机构,负责组织、协调和指挥本行政区域内森林防火工作。

  扑火前线指挥部

 发生重大和特别重大森林火灾时,县森林防火指挥部根据扑火需要,适时在火灾现场成立前线指挥部,总指挥由县森林防火指挥部领导担任。扑火前线指挥部一般下设综合组、火灾扑救组、人员转移和医疗救治组、应急保障组、宣传报道组和社会稳定组,各组在前线指挥部的统一领导下开展工作。参加前方扑火的单位和个人要服从前线指挥部的统一指挥。

 成员单位职责

 县森林防火应急指挥部在县委、县 ZF 的领导下,按照“统一指挥、分级负责、专业处置”的原则,负责组织指挥处置全县行政区域内发生的重特大森林火灾;督导有关部门解决森林火灾扑救过程中遇到的困难和重要问题;监督有关森林火灾案件的查处和责任追究;决定森林防火其他重大事项。

 3.1

 县林业和草原局职责

 拟订县森林火灾应急预案;负责落实指挥部各项指示,组织指导乡镇 ZF 根据本预案制定森林火灾应急办法;组织实施有关森林火灾的预防、监测、报告、预警和应急准备等工作,按规定向县森林防火指挥部提出应当进入预警或应急状态的建议,并在本预案启动后协助组织应急工作;督促、指导乡镇 ZF 加强森林消防专业队伍建设,开展森林防火演练,并负责对乡镇年终森林防火工作实施考核;做好森林防火值班及有关信息报告工作;承担指挥部交办的其他工作。

 3.2

 县公安局

 维护治安秩序,加强林区社会治安管理。

 3.3

 县林业和草原局

 负责应急处置的综合衔接协调工作,上传、下达、通报各有关应急处置政令、信息,提供应急处置的扑火技术支持。

 县武装部

 按有关规定,办理需要调集民兵应急分队和解放军、武警部队增

 3.5

 县发展和改革局

 负责护林防火基础设施项目规划、立项、建设情况的检查监督。

 3.6

 县民政局

 及时设置避难场所和救灾物资供应点,紧急转移并妥善安置灾民,开展受灾群众救治工作。

 3.7

 县财政局

 负责护林防火经费的筹措、拨付,并对防火经费使用情况进行检查监督。

 3.8

 县交通运输局

 负责解决扑救重大、特大森林火灾的公路交通运输,检查监督抢险时的公路运输保障情况。

 3.9

 县农业农村局

 负责全县林农、林草交错地带的火灾预防及扑救工作,保证人员、居民点设施、牲畜和森林资源安全。

 3.10

 县卫生健康局

 做好灾区紧急药品的支援、医疗救护、卫生防疫等各项工作。

 县教育体育局

 负责做好全县中、小学生的森林防火宣传教育工作,制定切实可行的工作措施,坚决杜绝在“两假”期间中小学生玩火毁林的现象。

 县气象局

 做好森林防火期天气预报、适时发布火险预报和高火险警报,为扑救现场及时提供火场天气预报和天气实况服务,适时实施人工降雨作业。

 3.13

 县文化和 旅游局

 负责协调新闻系统做好森林防火宣传报导,依据气象部门预报,在森林防火期、高火险期发布火险天气预报。同时做好森林旅游景点防火宣传工作,定期检查、督促森林旅游景点防火安全措施制度落实情况。

 3.14

 县电信局

 及时报告森林火灾危及重要通信设施有关情况。负责保证森林防火期、高火险期及抢险扑救工作中,火警及扑救指令及时、准确传递,确保通讯联络畅通。

 3.15

 县工业和信息化局、县 粮食和物资储备局

 组织协调扑救森林火灾需要的物资、油品、粮食等救援物资的调拨供应。

 3.16

 县消防救援大队

 组织消防官兵积极参与扑救森林火灾。

 3.17

 县水务局

 协调解决扑救重大、特大森林火灾的水资源供应。

 县电力局

 及时报告森林火灾危及重要电力有关情况。负责保障火场指挥的电力供应,并按照现场指挥部的命令对有关输电线路进行断电、送电工作,并协助当地人民 ZF 做好灭火抢险工作。

 4

 工作组组成及分工

 县森林防火应急指挥部根据需要设立相应的工作组。各工作组组成及职责分工如下:

 4.1

 综合组

 由县林业和草原局牵头,县发展和改革局、县公安局、县民政局、县工业和信息化局、县交通运输局、县气象局、县消防救援大队等部门和单位组成。主要职责:传达市委、市 ZF 指示;密切跟踪汇总森林火情和扑救进展,及时向县委、县 ZF 报告,并通报县森林防火应急指挥部各成员单位;综合协调内部日常事务,督办重要工作;联络和处理跨县区救援事宜;承办市森林防火应急指挥部交办的其他事项。

 4.2

 火灾扑救组

 由县林业和草原局牵头,县发展和改革局、县公安局、县工业和信息化局、县农业农村局、县气象局、县消防救援大队等部门和单位组成。主要职责:协助火灾发生地乡镇 ZF 制定扑火力量配置方案;协调调配军队、公安、消防救援大队及民兵预备役人员参加扑火工作,协调调配扑火装备及物资。

 人员转移和医疗救治组

 由县林业和草原局牵头,县公安局、县民政局、县卫生健康局、县交通运输局等部门和单位组成。主要职责:根据需要协助组织火灾发生地群众转移和安置;组织协调开展伤员医疗救治。

 4.4

 应急保障组

 由县发展和改革局牵头,县工业和信息化局、县民政局、县财政局、县交通运输局、县卫生健康局、县林业和草原局、县水务局等部门和单位组成。主要职责:做好应急通信保障工作;协调运力优先保障扑火人员、装备和物资的运输需要;协调解决扑救重大、特大森林火灾的水资源供应;根据需要紧急调拨生活救助物资,及时下拨救灾资金。

 4.5

 宣传报道组

 由县林业和草原局牵头,县文化和旅游局、县工业和信息化局、ZF 新闻办等部门和单位组成。主要职责:收集分析舆情,协调指导森林防火宣传报道及舆论引导工作。

 4.6

 社会稳定组

 由县公安局牵头,县林业和草原局、县信访局等部门和单位组成。主要职责:指导火灾发生地公安机关加强治安管理,依法处置有关社会治安突发事件;指导协调化解因火灾造成的矛盾纠纷。

 预警和信息报告

  预警分级

 依据森林火险等级及可能发展趋势将森林火险预警等级划分为四级,由低到高依次用蓝色、huang 色、橙色、红色表示。其中橙色、红色为森林高火险预警信号。

 5 5. . 2

  预警发布

 对省级林业主管部门发布的森林火险预警信息,县林业和草原局及时通知各乡镇人民 ZF,通过广播、电视、报纸、网络、微博、短信、小区广播等渠道向涉险区域相关部门和公众发布。

 必要时,县森林防火应急指挥部向乡镇森林防火应急指挥机构发布预警信息,提出工作要求。

  预警响应

 5 5 .3.1

 红色预警

 林业主管部门、单位加大森林防火巡护密度,延长瞭望监测时间;严禁一切野外用火,严格管理可能引起森林火灾的居民生活用火,对重要部位严防死守;森林防火应急指挥机构派出检查组,对森林防火工作进行蹲点督导检查;做好物资调拨和防火经费的支援准备;各级扑火队伍加强部署,做好应急战斗准备;做好赴火场工作组的有关准备。

 橙色预警

 加大森林防火巡护、瞭望监测力度,严格控制野外用火审批,禁

 共 18 页 止在森林防火区野外用火;森林防火应急指挥部适时派出检查组,对预警地区森林防火工作进行督导检查;掌握预警地区装备、物资等情况,做好物资调拨准备;各扑火队伍进入待命状态,做好森林火灾扑救有关准备。

 huang 色 预警

 加强森林防火巡护、瞭望监测,加大火源管理力度;森林防火应急指挥部认真检查防火装备、物资落实等各项扑火准备;当地各级扑火队伍进入待命状态。

 5 5 .3.4

 蓝色预警

 密切关注蓝色预警区域天气情况和森林火险预警变化;注意卫星林火监测热点检查反馈情况;加强森林防火巡护和监测,做好预警信号发布和防火宣传;加强火源管理。

  报告原则

 森林火灾信息报告必须做到报警必接、主动了解、多方沟通、迅速核实,归口管理、统一上报。县、乡森林防火应急指挥部及其办公室为森林火灾信息报告主要责任单位。

  报告程序

 乡镇森林防火应急指挥部接到火情报警后,要迅速报告本级 ZF和上级森林防火应急指挥机构。同时,将火情信息通报指挥部各成员单位和相关部门。

  报告要求

 乡镇森林防火应急指挥部办公室接到辖区各渠道报警后,立即核实情况迅速上报县森林防火应急指挥部办公室,并采取相应的处置措施。

 5 5. .4 4. .3 3 .2 续报

 首报后 2 小时内完成第一次续报。之后,根据应急处置情况,及时续报有关情况。

 5 5. .4 4. .3 3 .3 终报

 火情处置结束后,应在 2 小时内形成书面材料上报县森林防火应急指挥部办公室。对于情况比较复杂或当天难以勘查现场的,可形成简单书面材料进行初报,详细情况调查清楚后再进行终报。

 县森林防火应急指挥部办公室要主动与火灾发生地乡镇森林防火应急指挥部办公室或扑火前线指挥部联系,掌握现场的有关情况,传达领导指示,指导有关工作。

 对于下列森林火灾信息,县森林防火应急指挥部办公室应立即向市森林防火应急指挥部报告:

 (1)收到卫星林火热点监测报告后,核查确认的森林火灾; (2)森林火险预警等级为红色预警状况下发生的森林火灾; (3)4 小时尚未扑灭明火的森林火灾; (4)威胁居民区和重要设施安全的森林火灾; (5)发生人员伤亡的森林火灾。

 应急响应

  响应分级

 对应森林火灾等级,应急响应由低到高依次分为Ⅳ级(一般森林火灾)、Ⅲ级(较大森林火灾)、Ⅱ级(重大森林火灾)、Ⅰ级(特别重大森林火灾)四个级别。

 森林火灾应急响应,按照分级响应的原则,由低到高逐级启动。

  Ⅳ级响应

 初判发生一般森林火灾;发生在 mingan 时段或 mingan 地区,4小时尚未扑灭的森林火灾;同时发生 2 起森林火灾。县森林防火应急指挥部办公室进入应急状态,跟踪火情发展态势;加强对火灾扑救工作的指导,根据需要协调相邻地区进行支援;发布高森林火险预警信息。火灾发生地乡镇森林防火应急指挥机构提出应急响应建议,报乡镇人民 ZF 决定启动Ⅳ级响应。响应启动和火灾处置情况及时报告上一级森林防火应急指挥部。

  Ⅲ级响应

 初判发生较大森林火灾;或者森林火灾发生地乡镇人民 ZF 请求支援的森林火灾;或者在高火险天气、重要节假日、mingan 时间发生在 mingan 地区,县 ZF 认为有必要调动周边乡镇支援扑救的森林火灾。县森林防火应急指挥部根据需要派出工作组赶赴火场,协调、指

 共 18 页 导火灾扑救工作;调派跨乡镇增援扑火力量参加火灾扑救;气象部门提供火场天气实况服务,择机实施人工降雨(雪)作业。县级森林防火应急指挥机构提出应急响应建议,报县 ZF 决定启动Ⅲ级响应。响应启动和火灾处置情况及时报告市森林防火应急指挥部。

 Ⅱ级响应

 初判发生重大森林火灾;或对居民地、重要设施构成极大威胁的森林火灾;发生在 mingan 时段或 mingan 地区,或持续 24 小时仍未扑灭明火的森林火灾;当地 ZF 请求支援,或县 ZF 已有明确指示时,县森林防火应急指挥部启动Ⅱ级响应。迅速成立县扑火前线指挥部,按照县级应急预案开展应急处置工作;县森林防火应急指挥部立即进入紧急工作状态,及时向市森林防火指挥部报告情况,同时通报县森林防火应急指挥部成员单位;县森林防火应急指挥部领导赶赴现场组织指挥火灾扑救工作。需要市上支援的,由市森林防火指挥部报市ZF。

  Ⅰ级响应

 初判发生特别重大森林火灾;或火场持续 48 小时仍未得到有效控制的森林火灾;或气象条件恶劣,火险等级极高,扑救特别困难,且对居民地、重要设施构成极大威胁的森林火灾;或县级 ZF 已经无法有效控制火势蔓延的森林火灾,应及时向市森林防火指挥部或兄弟县区请求支援。

  响应措施

  扑救火灾

 立即就近组织基层应急队伍赶赴现场处置,力争将火灾扑灭在初起阶段。根据响应级别和需要,组织协调驻军、县消防救援大队、民兵预备役部队等救援力量。各扑火力量在前线指挥部的统一调度指挥下,明确任务分工,落实扑救责任。现场指挥员要认真分析地理环境和火场态势,在扑火队伍行进、驻地选择和扑火作业时,确保扑火人员安全。不得动员残疾人、孕妇和未成年人以及其他不适宜参加森林火灾扑救的人员参加扑救工作。

  转移安置人员

 各乡镇人民 ZF 应在林区居民区周围开设防火隔离带,预先制订紧急疏散方案,落实责任人,明确安全撤离路线。当居民区、人员密集区受到森林火灾威胁时,要及时果断地采取有效阻火措施,有组织、有秩序地及时疏散居民、受威胁人员,确保人民群众生命安全。妥善做好转移群众安置工作,确保群众有饭吃、有水喝、有衣穿、有住处和必要医疗保障。

  救治伤员

 迅速将受伤人员送医院治疗,必要时对重伤员实施异地救治。视情况派出卫生应急队伍赶赴火灾发生地,成立临时医院或医疗点,实施现场救治。

  保护重要目标

 当军事设施、危险化学品生产储存设备、输油气管道等重要目标

 共 18 页 物和重大危险源受到火灾威胁时,迅速调集专业队伍,通过开设隔离带等手段,全力消除威胁,确保目标安全。

  善后处置

 抚慰遇难者家属,做好遇难人员的善后工作。对因扑救森林火灾负伤、致残或者死亡的人员,按照国家有关规定给予医疗救治和抚恤。

  维护社会治安

 加强火灾影响区域社会治安管理,严厉打击借机盗窃、抢劫、哄抢救灾物资、传播谣言等违法犯罪行为。在金融单位、储备仓库等重要场所加强治安巡逻,维护社会稳定。

  发布信息

 当发生重大森林火情,县森林防火指挥部要全面负责信息收集整理工作。收集火情的信息要注重扑救的全程,多角度、多层次的核实情况。严格按照国家有关规定,加强全县重要森林火情信息发布的管理,对一般森林火灾不予报道,特别是对重大森林火灾及可能在国内外产生特别重大影响的森林火灾有关火灾发展态势、人员伤亡和经济损失等消息的各类报道及信息要严格按照中宣部有关归口管理、国家林业和草原局审定的规定执行,由县扑火前线指挥部据实审核,后逐级上报市森林防火指挥部。一般情况下,县森林防火指挥部不对外组织发布新闻稿、不组织专题报道,不接受记者采访,不举行新闻发布会等,确有必要时,由县森林防火指挥部总指挥、副总指挥批准,由指定部门按批准权限、工作程序实施。

  火场清理

 森林火灾扑灭后,继续组织扑火力量做好余火清理工作,划清责任区域,并安排足够人员看守火场。经扑火前线指挥部检查验收,达到无火、无烟、无气后,扑火人员方可撤离。

  应急结束

 在森林火灾全部扑灭、火场清理验收合格、次生灾害隐患彻底消除后,由启动应急响应的原机构决定终止应急响应,恢复正常森林防火工作秩序。

 火灾评估

 应急结束后,乡镇森林防火指挥机构向县森林防火指挥部办公室如实上报火场面积和森林资源损失等情况。县森林防火指挥部组织有关部门和单位组成火灾评估机构,科学客观地评估灾害损失。

 工作总结

 扑火工作结束后,县森林防火指挥部要及时进行全面工作总结,分析火灾发生的原因和应吸取的经验教训,对应急处置提出改进措施。县 ZF 根据市 ZF 的要求上报森林火灾突发事件调查报告。

 奖励与责任追究

 根据有关法律法规,对在扑火工作中贡献突出的单位和个人给予表彰和奖励,对在火灾事故应对中工作不力或玩忽职守造成损失的单位和人员,依法依规追究责任。对在扑火工作中牺牲人员符合评定

 建立健全森林防火通信网络和应急通信保障体系,配备相应的通信设备。发挥社会基础通信设施的作用,充分利用现代通信手段,把有线电话、卫星电话、移动手机、无线电台及互联网等有机结合起来,为扑火工作提供通信与信息保障。
