 IV 前 言

  本标准的技术内容以《公路工程施工安全技术规范》、《公路养护安全作业规程范》等作为基础规范,结合本省实际,对部分内容进行了修订和细化。

 1 高速公路改扩建施工安全作业规程

 1

 范围 本标准规定了高速公路改扩建工程的基本要求、安全技术管理、信息发布、两区三厂、施工交通组织管理、路基工程、路面工程、桥涵工程、隧道工程和应急管理等方面施工现场安全作业要求。

 本标准适用于××省高速公路改建、扩建工程的施工安全生产管理。

 术语和定义 下列术语和定义适用于本文件。

 3.1

 施工作业控制区

 traffic control zone for construction 由于改扩建施工作业影响交通运行而设置的交通管控区域,分为警告区、上游过渡区、缓冲区、工作区、下游过渡区、终止区等区域。

 施工交通组织

 construction traffic organization 改扩建工程施工期间为保障既有高速公路及周边路网能维持一定的通行条件和服务水平的交通组织工作。

 注:改写 JTG L80-2014,定义 2.0.2。

 3.3

 两区三厂

 two sites and three areas 高速公路改扩建工程建设项目中的生活区、办公区和钢筋加工厂、拌和厂、预制厂的统称。

 3.4

 拼宽

 widened by lateral physical contact 高速公路加宽新建部分与既有部分通过横向物理联系组合成整体。

 注:改写 JTG /T L11-2014,定义 2.0.1。

 3.5

 单侧拼宽 one side widened 保持原有高速公路通行不变,紧邻原路基一侧进行拼接后对原有高速公路进行部分改造,形成设计通行车道数的的高速公路改扩建拼宽方式。

 3.6

 双侧拼宽

 double side widened 通过对原有高速公路路基两侧进行对称拼接形成设计通行车道数的的高速公路改扩建拼宽方式 3.7

 阶段施工

 stage construction 高速公路改扩建工程施工期间,根据施工交通组织和施工组织设计细分的第一阶段施工、第二阶段施工、第三阶段施工等不同施工阶段 4

 基本要求 4.1

 施工单位应建立安全生产责任体系,健全安全生产管理制度,明确安全生产条件技术要求。

 4.2

 施工单位宜设置独立的职能部门负责施工交通组织转换、临时道路保畅、交通组织费用计量等工作。

 4.3

 交警、路政、运营、建设、施工、监理等单位应建立施工安全联合检查机制,明确信息共享及相互配合事项,检查中发现存在的安全问题应按规定由相关部门进行处理。

 4.4

 施工单位应对进入改扩建工程施工现场的作业人员进行入场安全教育和岗位能力培训,开展施工安全技术交底,特种作业人员上岗前施工单位宜进行技能测试。

 4.5

 施工单位宜根据改扩建路线长度,每 1.5km 配置 1 名专职安全巡查员,巡查员应在可视性良好的非行车区域进行巡查,并及时填写巡查记录。

 4.6

 建设单位在编制改扩建工程招标文件时,应确定所需的施工交通组织费用与安全生产费用,按规定分开单独编制。

 4.7

 施工单位应按规定建立施工交通组织费用与安全生产费用使用台账,按实际工程进度提取和使用。

 5

 安全技术管理 5.1

 施工组织设计 5.1.1

 施工单位应在开工前编制改扩建工程施工组织设计,明确安全技术措施和保障措施,并报

 3 有关部门备案。

 5.1.2

 施工组织设计编制时应考虑以下内容:

 5.1.2.1

 路基、路面、桥梁、互通、隧道等拼接施工引起的安全风险以及施工对高速公路通行的影响; 5.1.2.2

 边施工边通车安全保证措施; 5.1.2.3

 部分路段提前交工验收等相关要求。

 5.1.3

 施工组织设计应由施工单位项目技术负责人编制,按规定组织评审,经总监理工程师审查批准后实施。

 5.1.4

 施工组织设计内容发生重大变化影响施工安全的,应按 5.1.2 的要求组织实施。

 5.2

 施工交通组织方案 5.2.1

 改扩建工程施工交通组织总体方案应由设计单位单独设计,按要求组织评审与审批后实施。

 5.2.2

 工程实施期间,施工单位应根据施工图交通组织专项设计,结合施工影响区域路网状况、施工组织设计及现场实际情况,编制实施性施工交通组织方案,按规定审核实施。

 5.2.3

 实施性施工交通组织方案至少应包括以下内容:

 5.2.3.1

 施工交通组织总体部署; 5.2.3.2

 一般路段分项施工交通组织; 5.2.3.3

 特殊路段分项施工交通组织; 5.2.3.4

 施工作业控制区的临时交通安全设施设置; 5.2.3.5

 施工安全及应急保障措施等。

 5.2.4

 施工单位应按规定对实施性施工交通组织开展交通安全影响评价。

 5.2.5

 施工交通组织方案应按规定向交警、路政、运营等相关单位及部门进行报备,备案原则上以合同段为单位逐年一次性办理。

 5.3

 专项施工方案 5.3.1

 施工单位应结合施工安全风险评估结论,按照 JTG F90 的相关要求对改扩建工程危险性较大的分部分项工程编制专项施工方案,并附图纸和安全验算结果。超过一定规模的危险性较大的分部分项工程应通过专家论证、审查。

 5.3.2

 专项施工方案的编制应重点考虑以下分部分项工程:

 5.3.2.1

 临近互通区出入口、隧道出入口的施工作业; 5.3.2.2

 上跨或下穿既有公路、铁路、管线施工; 5.3.2.3

 桥梁、隧道拆除工程,爆破工程等。

 5.3.3

 施工单位应严格按照批准的专项施工方案组织施工,不得擅自修改专项施工方案。确需调整的,施工单位应将修改后的专项施工方案重新报批后实施。

 5.4

 风险分级管控 5.4.1

 高速公路改扩建工程应实施安全生产风险管理,按规定开展施工安全风险辨识,编制风险清单并实施动态管理。

 5.4.2

 施工单位应重点对以下施工作业开展风险辨识:

 5.4.2.1

 交叉口施工; 5.4.2.2

 中央分隔带开口施工; 5.4.2.3

 上跨桥拆除; 5.4.2.4

 紧邻高速施工。

 5.4.3

 施工安全风险辨识应重点考虑以下内容:

 改扩建施工对交通运营安全的风险; 5.4.3.2

 交通运营对改扩建施工安全的风险; 5.4.3.3

 改扩建施工作业安全风险。

 5.4.4

 施工单位应根据风险辨识结果,开展风险分析与风险评估,编制风险评估报告,制定风险防控措施,实施分级管理 5.4.5

 施工风险评估应符合《公路桥梁和隧道工程施工安全风险评估指南》的要求。

 5.5

 隐患排查治理 5.5.1

 施工单位应结合高速公路改扩建工程特点建立健全事故隐患排查治理制度,明确事故隐患排查、告知(预警)、整改、评估验收、报备、奖惩考核、建档等内容,逐级明确事故隐患治理责任,落实到具体岗位和人员。

 5.5.2

 施工单位应重点对以下内容开展事故隐患排查:

 5.5.2.1

 交通运营车辆; 5.5.2.2

 紧邻高速高大机械设备; 5.5.2.3

 交叉路口施工; 5.5.2.4

 中央分隔带开口施工; 5.5.2.5

 老桥拆除、老桥涵锥坡开挖等。

 5.5.3

 施工单位应制定重大事故隐患整改专项方案, 按规定治理整改到位,一般事故隐患应及时整改,重大事故隐患应停工整改。

 6

 信息发布 6.1

 一般规定 6.1.1

 施工信息预告和发布应明确发布的依据、发布主体、发布对象等。

 6.1.2

 应利用可变信息标志、交通广播、临时性交通标志等沿线设施、信息服务平台、百度地图及高德地图等网络媒体及时发布前方公路或区域路网内的施工信息。

 6.1.3

 施工单位应在拟改扩建施工路段设置相应的信息发布设备,提前向社会发布施工公告。

 6.1.4

 施工单位应针对以下情况加大施工信息发布频率:

 6.1.4.1

 节假日出行高峰期; 6.1.4.2

 雨雪冰冻等灾害天气; 6.1.4.3

 作业临时占道或者临时道路调整; 6.1.4.4

 阶段施工转换期间。

 6.2

 发布方式 6.2.1

 通过大众媒介的预告性发布应符合下列要求:

 6.2.1.1

 在各阶段施工开始前两周,利用广播、电视台、报纸等大众媒介进行预告性发布; 6.2.1.2

 预告性信息发布应包括本项目施工交通组织方案、开始时间、绕行路径等基本要求。

 6.2.2

 通过宣传单发布信息应符合下列要求:

 6.2.2.1

 应向驾驶员等改扩建施工道路的使用者发放宣传单; 6.2.2.2

 发布内容应针对交通临时改线情况,重点发布路径引导信息。

 6.2.3

 通过信息告知牌发布信息应符合下列要求:

 6.2.3.1

 结合可能的分流路径布设路网交通诱导信息告知牌,减少车辆绕行距离及平衡路网负荷; 6.2.3.2

 在改扩建高速公路的施工终点和施工起点设置门架式信息发布设备;

 在特大桥、收费站广场前、道路交叉口、事故多发地段等重要路段增补必要的可变信息标志; 6.2.3.4

 在收费站广场前、道路交叉口等部位设置悬臂式可变信息标志; 6.2.3.5

 在同向分离路段设置单柱式信息发布设备,或改造成移动式信息发布设备。

 6.2.4

 可利用手机终端发布施工信息,也可以通过微信公众号、手机短信等方式向广大高速公路使用者进行针对性推送。

 6.3

 发布内容 6.3.1

 提示信息 6.3.1.1

 正常状态下,应发布“前方施工、减速行驶”、“加宽改建、请谨慎驾驶”、“保持车距”、“限速 60km/h”等信息。

 6.3.1.2

 车流量较大、发生重大交通事故引起交通堵塞时,可变信息板应发布“车流量大、请谨慎驾驶”、“前方阻塞、请谨慎驾驶”、“请车辆选择分流”等信息,可变限速板显示相应的限速值。

 6.3.1.3

 施工提示信息发布内容还应包括作业地点、作业时限和车辆通行方式等。

 6.3.2

 限制信息 6.3.2.1

 当高速公路收费站出入口关闭时,项目部应提前 3 个工作日将施工信息函告相关部门,并在收费站外广场及与地方道路连接线上的明显位置设置告示牌。

 6.3.2.2

 当高速公路出口关闭时,应提前在高速公路主线的硬路肩上设置提示牌,引导车辆正确行驶。

 6.3.3

 警告信息 6.3.3.1

 雾天应发布“雾天行驶,请开雾灯”,可变限速版显示相应的限速值。

 6.3.3.2

 雨天应发布“雨天行驶、注意路滑”、“雨天行驶、请开雾灯”,并交替显示车距控制指令,可变限速板显示相应的限速值。

 6.3.3.3

 雪天应发布“雪天行驶、注意路滑”、“请使用灯光”,可变限速板显示相应的限速值。

 6.3.3.4

 路面结冰应发布“结冰路滑、低速慢行”、“结冰路滑、请勿超车”、“保持车距、谨防侧滑”等,可变限速板显示相应的限速值。

 7

 临时设施与设备 7.1

 两区三厂 7.1.1

 高速公路改扩建工程两区三厂规划设计、建设与拆除、验收、运营维护等应符合《“两区三厂”建设安全标准化指南》的相关要求。

 7.1.2

 高速公路改扩建工程两区三厂的选址还应符合下列要求:

 7.1.2.1

 选址应避开不良地质区域; 7.1.2.2

 应与既有高速保持安全距离; 7.1.2.3

 原则上不应在主线征地范围内,如确实用地困难,需将两区三厂设置在主线范围内,应按规定审批通过后方可实施。

 7.1.2.4

 生活区、办公区宜设置在厂区的上风方向,应设置在大型设备、设施(门式起重机、钢筋棚、料仓棚、储料罐等)倾覆半径 1.5 倍范围之外。

 6 7.2

 临时用电 7.2.1

 高速公路改扩建工程临时用电应符合 GB 50194 和 JGJ 46-2005 的有关规定。

 7.2.2

 临时用电线路宜按照“永临结合”的原则进行布设,并符合下列要求:

 7.2.2.1

 架空线路宜避开施工作业面、作业棚、生活设施与器材堆放场地与通行路段; 7.2.2.2

 架空线路应避开运营高速公路,不得从运营高速公路上方横穿; 7.2.2.3

 外电架空线路边线外侧外缘与在建工程间安全距离应符合 JGJ 46-2005 中 4.4.4 的要求。

 7.3

 施工便道(桥)

 7.3.1

 施工便道(桥)宜利用永久性道路和桥梁。

 7.3.2

 占用既有高速公路通行的施工便道应符合下列要求:

 .1

 应提前编制施工交通组织方案,并按规定审批实施; .2

 施工便道与既有高速公路行车道之间应设置防护隔离设施和防眩设施等临时交通安全设施。

 7.3.3

 施工便道与既有道路平面交叉处应设置道口警示标志。

 7.4

 临时栈桥与码头 7.4.1

 高速公路改扩建工程临时栈桥与码头的施工作业应满足 JTS 205-1-2008 和 JTG F90-2015的相关要求。

 7.4.2

 临时栈桥与码头施工作业安全管理还应符合以下要求:

 7.4.2.1

 在涉江、河等泄洪通道搭设临时栈桥与码头,应提前进行防洪评估,由具有相关资质的单位出具防洪评估报告; 7.4.2.2

 临时栈桥与码头设置在通航水域,应按要求设置航行警示标志和安全防护设施。

 7.5

 机械设备 7.5.1

 机械设备作业范围不得侵入既有高速公路车辆通行范围,机械作业需占用部分既有行车道空间时,需提前设置临时交通安全设施进行隔离防护。

 7.5.2

 机械设备作业时应采取有效措施减少噪音和粉尘对通行车辆的影响。

 7.5.3

 塔吊、打桩机等大型机械设备不宜安排夜间临近既有高速公路进行作业。

 8

 施工交通组织管理 8.1

 一般规定 8.1.1

 施工交通组织方案应在保证安全的前提下,尽量减少交通转换次数,降低对原有高速公路运营安全的影响。

 8.1.2

 施工交通组织方案应最大限度地利用原有高速公路交通安全设施。

 8.2

 施工作业控制区 8.2.1

 作业控制区划分原则 8.2.1.1

 高速公路改扩建工程施工作业控制区划分宜按照 GB 5768.4 和 JTG H30 的相关要求,按警告区、上游过渡区、缓冲区、工作区、下游过渡区和终止区的顺序依次布置,施工作业控制区布置示例见图 8.1。

 路基路面施工、桥涵施工、隧道施工以及阶段性施工交通组织转换实施等均宜按照8.2.1.1 的要求布置。

 8.2.1.3

 改扩建施工人员、机械以及车辆等应在作业控制区内作业。

 8.2.1.4

 施工机械、材料等不得侵占作业控制区以外的空间。

 8.2.1.5

 施工结束前不得擅自改变作业控制区的范围。

 8.2.2

 作业控制区长度要求 8.2.2.1

 警告区最小长度应符合 JTG H30-2015 4.0.4 的要求,按照表 8.1 的规定执行。当交通量超出表中范围时,宜采取分流措施。

 上游过渡区应符合 JTG H30-2015 4.0.5 的要求。封闭车道作业的上游过渡区最小长度应符合表 8.2 的规定,封闭路肩作业的上游过渡区长度不应小于表 8.2 中数值的 1/3。

 缓冲区应符合 JTG H30-2015 4.0.6 的相关要求,其中,缓冲区最小长度应符合表 8.3的要求。当工作区位于下坡路段时,缓冲区的最小长度应适当延长。

 工作区长度应符合 GB 5786.4 和 JTG H30 的相关要求,同时,也应满足交通延误、作业经济性的要求,并与施工交通组织方式及中央分隔带开口间距相协调。

 8.2.2.5

 下游过渡区、终止区的长度应符合 H30 4.0.8 和 4.0.9 的相关要求,不宜小于 30m。

 8.2.2.6

 单向三车道及以上高速公路作业区同时封闭两条及以上车道时,宜在每条车道设置上游过渡区和下游过渡区。

 8.2.3

 作业控制区限速要求 8.2.3.1

 作业控制区限速方案应根据道路行车速度、交通流量、道路行车速度与交通安全之间的关系以及施工作业区长度等综合确定。

 8.2.3.2

 作业控制区限速应综合考虑车道净宽、施工作业扬尘以及恶劣天气等的影响。

 8.2.3.3

 作业控制区限速过程应在警告区内完成。

 8.2.3.4

 作业控制区限速应采用逐级限速或重复提示限速的方法,限速过渡差不宜超过 20km/h,可按每 200m 降低 20km/h 进行设置。

 8.2.3.5

 作业控制区最终限速值不应大于表 8.4 的要求,当最终限速值对应的预留行车宽度不符合以上要求时,应降低最终限速值。
